COVID-19: Information for grant advisors, project controllers and project managers regarding changes of deadlines and information for ongoing projects.



Horizon 2020 running projects:

The Commission has published a FAQ on the Corona outbreak and how to make use of Art.51 in the Grant Agreement (force majeure). You can find the EC statement here.

The Art. 51 implication deals with eligibility of costs during a force majeure situation (like the Corona outbreak); it provides the ability to claim costs for e.g. unattended meetings/experiments that have to run twice. If you are able to alternate incurring costs (e.g. cancellation insurance for travel) you are obliged to go through that route first.

Alternatively, you can opt for a suspension for X number of months. By requesting a suspension, you will pause the Grant Agreement until you will start up again. You can find more details on suspension and the process in the Art. 49 of the Grant Agreement: Suspension of the action implementation. Please note that during the suspension period no costs are eligible for funding; it will take own contributions to cover costs (e.g. ongoing employment contracts) during the suspension period. Once the project re-starts, the implementation costs are eligible for funding again (in line with the eligibility criteria).

Please be aware of the implications of continuation of your project and (most likely) facing delays; there will be no additional funding for your project.

There is no strict step by step directive, but we strongly advise you to:

  1. Make a risk analysis of the (foreseen potential) impact and affects on matters like project implementation, planning (overall delay?), trial execution and delivery of the project results;
  2. Contact your PO and inform him/her on the risk analysis, request if Art. 49/51 can be applied for the coming months;
  3. Always confirm via e-mail and EC portal;
  4. Keep overview of the impact on your project, keep updating your risk analysis and keep informing your PO;
  5. Once things turn for the better, quantify the actual impact and effects on your project (+budget), adjust your mitigation strategy (contingency plan). Discuss with PO and confirm.

Horizon 2020: ERC (European Research Council):

Grant management activities are continuing as usual, although it is not excluded that certain technical and/or IT access constraints might affect our response timeline. The competent central services are doing their best to minimise the impact.

Panel evaluations of proposals are currently being organised remotely. For the moment, ERC does not anticipate any delays with upcoming evaluations or application deadlines. 

The step 2 panel meetings will be organized without interviews for Starting Grants. The evaluation panel will take its decision based on the submitted proposal (Part B1, B2 and Section 3 - Budget of Form A).

Erasmus+ proposals:

As a result of difficulties experienced by applicants due to the coronavirus outbreak, the deadlines for submission of applications to the actions below have been extended to the following dates:

  • 21 April 2020 (17h00 Brussels time) for all Erasmus+ Sport Actions (Collaborative partnerships, Small collaborative partnerships, Not-for-profit European sport events). Applications to be sent to the Education Audiovisual and Culture Executive Agency.

  • 23 April 2020 (12h00 Brussels time) for Key Action 2 Strategic Partnerships for School Education (KA201), Strategic Partnerships for Vocational Education and Training (KA202), Strategic Partnerships for Higher Education (KA203), Strategic Partnerships for Adult Education (KA204), School Exchange Partnerships (KA229).

  • 7 May 2020 (12h00 Brussels time) for Key Action 1 Mobility of individuals in the field of youth – Round 2

  • 7 May 2020 (12h00 Brussels time) for Key Action 2 Strategic partnerships in the field of youth

  • 7 May 2020 (12h00 Brussels time) for Key Action 3 Youth Dialogue Projects – Round 2

In addition, the deadlines for submission of applications to the European Solidarity Corps actions below have been also extended to the following dates for the same reason:

COST  proposals:

The 2020 COST Open Call (OC-2020-1) will be postponed by 6 months and will now close on Thursday 29, October 2020 instead of Wednesday April 29, 2020. The decision to postpone the call has been taken to enable researchers the necessary time to develop their proposals in light of the global disruption caused by the pandemic.

NIH proposals and projects:

NWO proposals:

NWO has drafted a guideline to provide applicants with clarity. It makes a distinction between ongoing and upcoming rounds. There are some exceptions for complex instruments.

NWO Ongoing projects:

NWO created a FAQ with some answers to consequences of project delays and extensions,. Although flexibility is a leading principle, and costs for annulation can be eligible when properly documented, it remains unclear whether compensation can be offered above awarded grant amount for extra costs due to extension of the work


ZonMW proposals and projects:

New subsidy rounds will not open until April 13, 2020. The situation will be reassessed at the beginning of April and a possible additional decision will follow.

The submission deadline for all (with some exceptions) open grant calls with a submission date from March 17 to the end of April 2020 will be extended by 2 months. The submission dates will be adjusted as soon as possible. Keep an eye on the subsidy calendar for the current submission date.
